The usual date for the 1d Engraved seems to be DE 5 13. They do also exist with DE 3 13 dates (and later ones, like JY 17 14). The official issue date for the stamp is December 9 1913. That's a stong candidate for 'bargain of the year'. Peter was only yesterday saying how scarce and undercatalogued the halfpenny CTOs are. Good flat-topped 3 cancel.

Does it have gum? If not it might scrub up rather nicely after a hot bath.

Although obsolete from 1950, the last distribution tp post offices of the 8½ Aborigine was July 1953, and they were withdrawn from Philatelic Sales Sections on 14 November 1953. (According to ACSC George VI page 6/191).
