Anyone have any info regarding the French Somolia historical stamp of 1903?

Can you please provide a little more information. AFAIK, there was no "French Somalia" in 1903. There was Somalia, which was an Italian colony in 1903, French Somali Coast (which did not issue any commemoratives in 1903) and Somaliland Protectorate, which was a British protectorate.

Without more information, I suspect that your question is too vague to provide an answer. Even better, a scan of the stamp in question would be ideal.

I feel sure the collector in question was referring to Djibouti, and calling it
"French Somali Coast" to distinguish it from the Italian version.

For what Scott calls "Somali Coast" (issues of 1903), there is a long set
of very nice pictorials (#49-63). Scott notes that "Imperforates, transposed
colors, and inverted centers exist in the 1902 and 1903 issues. Most of these
were issued from Paris, and some are said to have been fraudulently
printed."

The 1902 and 1903 sets (differing only by color) were the first to be inscribed
"Cote Francaise des Somalis," as previous issues were overprinted on Obock.

This is exactly the type of semi-Cinderella that someone would ask questions
about. Sorry, no images available.
