Put up a one-frame non-competitive exhibition at the recent Philatelic Society Malaysia Stamp Exhibition and also wrote an article on the same theme - My fascination with postage due cancellations of Malaysia.

Thought I'll put some scans that were prepared for the journal and see what others have in terms of postage due cancellations (from any country).


I'll put them on different posts as a way of organising them.

Andrew, here's how they did it in Barwani:

The postage was deficient by ¼ Anna (3 Pies), so the cover received the large boxed Hindi cachet BEARING in the top line, and (space to insert amount) ANNA in the bottom line. (This term was used from pre-stamp times in India to indicate mail mail sent unpaid.)

Each PO in Barwani had its own BEARING handstamp - and each of them is practically identical :twisted: They don't seem to have received much use.

And here's how the British Indian Post Office branches in Barwani, and elsewhere in India in those days, handled it:

This cover was sent from Jodhpur State in Rajasthan to Anjar in Barwani. (Jodhpur never did get around to issuing its own Uglies, sad to say.) From the manuscript marking, it was deficient ½ Anna, so was charged 1 Anna.

I'm not sure about this but I will ask around. What I observe is that most of the post offices have the triangular shape and they probably all started with more or less the same design. KL and Bukit Raja (the main collecting centre for Selangor) probably have the most traffic and over time probably decided to change the design when the old cancellers saw the end of their lives. Some of these cancellations were done with a steel canceller while the others (KL, Shah Alam and Bukit Raja) appear to be rubber stamped.

It is interesting to note that Penang and Kedah (both in the north eastern part of Peninsular Malaysia) have almost the same design. Kuching and Miri have circular cancellers and I wonder about the other towns in Sarawak.

Well, hope to collect more cancellations from different towns and see what happens. Will add on if there are more varieties.

The postage due cancellations of those that you showed are pretty interesting and I notice the amount to be paid written in in pen.

In most of the Malaysian ones, the amount is usually not written anywhere on the envelope if the triangular cancel is used. I am guessing that this may have led to the boxed cancels used by KL which has a lot more mail to process and time being of the essence, a stamp with the amount short and amount due already shown will make sense.

Andrew, as I recall (and I'm open to correction by the India specialists), the larger British Indian POs did have these horseshoe Due marks showing specific values - typically 1 Anna, etc. Tiny British Indian post offices like Anjar wouldn't have been able to justify them, and no Barwani State Post Office could have justified such a thing :wink:

Do keep up the good work on Postage Dues! Even if none of the Uglies ever found a Postage Due stamp necessary, I still find them very interesting, and it's great to see them doing the work they were intended to do.

Tony, yes it is good to know that the postage due stamps are still doing their work. The ones shown in my scans are the latest ones (only 10 sen adn 20 sen and are priced at 2.50 pounds sterling used in Stanley Gibbons, which is rather impressive)(I imagine they must catalogue more if on cover, but the Malaysian catalogue prices them at around RM3 each used).

Pos Malaysia (as it is referred to in Malaysia) is more inclined to collect the fines on commercial mail but then to be a bit easy on private mail. The amount collected is the standard double the amount short BUT subject to a minimum of 50 sen - this minimum 50 sen came into place a while back - still trying to find out when exactly but my guess is probably not more than 2 years ago.

Then your challenge, if you choose to take it up, is to find the earliest evidence on cover of the 50 sen minimum ...

(I can understand Postage Dues mint and used, but off cover, having a rather dim reputation, but seeing them on cover shows them in an entirely new light.)

my first piece of commercial mail from the village of Pati in Eastern Barwani - apparently a malaria-infested hell-hole in the middle of the jungle, inhabited by a few hundred people, almost all illiterate.

Tony, A very nice cover. However, the date of the flight according to Eustis was 17th April 1929 although the Brisbane postmark does look like 1922. The Cessnock postmark is 30th April 1929 in line with Eustis.

However, how did the cover get from Charleville to Cessnock without any Cessnock address? Does the reverse have any backstamps (e.g. Charleville 17th April, Brisbane 22nd April) or return address?

The surface rate was 1½d, so 4d paid Brisbane-Charleville-Brisbane (Cessnock?) plus 1d air surcharge?. The postage due was 1d therefore the deficiency was ½d. Not sure how that comes about.

Quite right on that date being 1929 (a mid-senior's moment :wink: ). On the rear is the third red advertising etiquette of the series of three plus a Charleville backstamp. So it clearly arrived there and was forwarded to what I understand was Davis Bros. head office location in Cessnock. How it was forwarded is only guesswork but it somehow arrived at Cessnock PO as evidenced by the stamp and cancel.

A complete guess on my part but I suppose it could have been bundled up with a lot of other snail mail going to them in Cessnock :idea:

Basic Air Mail rate from 1 Oct 1923 to 3 Aug 1930 was 4 1/2 d.
1 1/2d basic letter plus 3d air mail fee.

So the postage due works out.

Perhaps one of our members can enlighten me on the rating on these two underpaid small covers that show no evidence of having had excessively heavy enclosures .

Both covers are sent internally from NSW to Australia addresses in October 1983 and franked with 27 cent stamps. One seems to be rated taxed 25 cents while the other 23 cents. Any help would be appreciated. Thanks

Good work, Andrew! I read your article in the journal.

This is a perfect example of how a modern postal history collection could be formed quite afrordably, relatively speaking.

From the different Tax cancellations, I guessed that various postal zones were given autonomy in the design and choice of cancellers used.

If you ever thought of disposing this collection, please give me an offer!

Thanks for the kind comments. There were some errors in the final printing of a couple of the images in the journal - was okay before it went into print but there must have been some technical error at the last minute.

Still discovering some new cancellations from Terengganu and Pahang. Will try to scan them and show them later.

If you are coming to the PSM fair middle of this month, let me know. I can bring along some duplicate taxed covers.

I've no idea about the correct postage rates in Australia but what I know about the Malaysian situation is they charge you double the shortage subject to a minimum of 50 sen (if the shortage x 2 is less than 50 sen).

Davemui. Are the actual posting dates for the two covers later than 3rd October?

Re the first cover, what is the post office name? The tax handstamp is the same as one used at Artarmon in 1982 (recorded in T for Tax). The postage rate changed on the 3rd from 27c to 30c and with a deficiency of 3c postage + 22c fee = 25c payable.

I think the other cover (from Wentworthville) is only 23c because the fee went up from 20c to 22c also on 3rd October and it looks like the postal official incorrectly applied the earlier fee of 20c + 3c = 23c payable. Note that the tax handstamp is an old one with "ozs" instead of grams. Recorded in 1967 & 1982 in "T for Tax".

Davo -Thanks for the explanation-

Cover #1 is _enwith NSW 2750 in the CDS dated October 26 1983 First letter or two of City name are off the side of the envelope

Cover #2 is cancelled Wentworthville NSW 2145 dated October 20 in the CDS.

Both are franked with 27 cents postage- So it seems that the Wentworth cover was rated incorrectly as underpaid and charged at the old deficiency rate (penalty) by the clerk?

Thanks again - It just seemed odd that they were charged different amounts eventhough on the face of it they should have been charged the same amount. This seems to clear up the matter. Dave-

Here's an interesting "postage due" cover from Constantinople. In 1867 Greece had yet to issue postage dues (these would appear in 1875) - so the large Hermes heads were used as dues in addition to paying the regular postage. I'm not sure that this was a common practice any where else.

Here is a cover I just found, sent from Australia to the USA. This has some very neat handwriting, a nice postmark from Adelaide, some nice postage due hand stamps from New York, and a horrible rip along the bottom from the recipient! :roll: :?

And then there's this example of robbing Peter to pay Paul, from Jaipur:

The quarry out in Dausa had run out of either stamps or money, but Head Office in Jaipur Town (Sawai Jaipur) had to pay:

The manuscript note on the back reads 'One anna paid for this bearing (= unpaid) cover on 28-6-37 to the Raj post man'.

From the pair of Jaipur postmarks, it looks as if the first attempt to deliver the letter (7:30 AM DEL(iver)Y 27 JUN(e) 37) failed. Presumably, noone at the office wanted to pay the 1 Anna postage due, so the letter went back the next day, when someone did pay up.
