This is Stampboards and the thread is about this ebay seller.

Anyone can read Stampboards and doesn't need to be a member - so its not soley for the benefit of SB members.

Anyone with half an once of sense will do some basic research on the stamps they want to collect, especially any rarer and expensive overprints and perfins.

Why would someone invest in what they know nothing about. (Don't answer that, the answer is obvious, it starts with an I and ends with a T)

So threads like these are a good heads up to beware of a few and keep your eyes open to any other dodgy actvities from whomever.

And if you type the sellers name into a search engine what hits come up on the first page?

If you find more forgers say so, this seller is not alone and there are plenty of threads about the others.

We all know there are other forgers out there, some better, some worse.
That's the whole point of these threads isn't it? :roll:

This cur has been making some legitimate sales of perforated versions of this stamp lately. Sadly this stamp was once perforated as well. He has had the scissors out again.

More on this deceitful bit of pond scum's efforts with scissors can be read in this thread. That was when he was deceiving under the identity of nsb13579. He has changed that name to phar_lap. Probably in the hope of resurrecting the ID and deceiving eBayers again.

No. That all depends on how your scanner reads 'yellow' (2 different scanners used here)and if you wanted to tweak the result to look more like the imperf colour as was issued.

Either way, fraud resulting in theft by a charlatan called stamps_fishing.

He can always prove us wrong if he choses to do so, but not in this case.

The top left stamp is the one in question. It has been re-perfed but the perfs on the right side and base give it away.

I thought the S perfin had 17 holes ... this has 16, the tail end hole is missing.

Or am I mistaken and there were different configurations for the large OS?

I see the bargain hunters have bid this up to $308.33 with the high bidder at the moment likely to be lunagazerpeter. The member has been emailed and directed towards this thread to make a decision about the bona fides of the stamp when the bids were about $165. For his sake I hope it is not he making all those bids. (41 from 8 bidders :? )

MURUK, police action has been discussed before. It will take a defrauded member from NSW to get a forged stamp. (That shouldn't be a problem) and marching into a NSW Police Station and lodging a complaint. He is probably registered with eBay under an assumed name, but many in the stamp world know who he is.

Cross border offences are the playground of crooks, example stamps_fishing.

stamps-fishing never gives up and there appears to be plenty of trusting people out there in eBay land for him to deceive.

He currently has this 1/4d KGV perf OS listed for sale as item number: 30757453331.

As he says in his description the OS stamp is exceedingly scarce. The normal stamp not quite as scarce.

Funnily enough it has re-appeared looking somewhat different.

FORGED OS and FORGED cancel.

Note the really poor low resolution scan supplied by stamps_fishing. He wouldn't want anyone seeing that strategically placed cancel covering the rub would he.

That cancel looks a lot like the one that appear on the forged Kingsford Smith OS he sells.

So here is a test for eBay. If this doesn't work to kick out "stamps_fishing" nothing will. I looked up the officers of eBay, and wrote to one of the many presidents about stamps-fishing and his ilk in the Stamps category.

MAYBE a communication from the Office of the President to Trust & Safety will get them off their duff. I specifically referred them to this board. Here is the reply:

"We do not allow any member to create or use a new/different account to circumvent action that was taken on one of their accounts. If you see a member resurface and you have reason to believe that they are a member that was previously removed from our site, please report it to us. We’ll be glad to review their account and take the appropriate action if we can determine that they are indeed a previously suspended/restricted user. If you have any trouble using our site’s report feature or are having trouble bringing these types of situations to the attention of our customer service, you are welcome to respond to this email and I will make sure it’s addressed accordingly. I sent a referral to our Trust & Safety team to make sure stamps_fishing is looked at.

Normally when you look at any stamp offered by stamps_fishing with a perfin you immediately dismiss it as a forgery. Most are, but not this one. When I saw it I thought here's another one. But I can confirm he didn't forge the perfin.

Smart idea to contact ootp@ebay.com re these forgers who break all rules

They are senior, and can wipe any account with a keystroke.

You guys reporting them from Australia gets some 18 year old in Calcutta getting your email who barely understands English.

If you tell them their other past and current handles, they will join up the dots very fast. This guy should have been wiped 6 months back.

Well it looks the same. If this was genuine it would be exceptionally rare. The problem is that once it is in circulation who will have a clue 50 or 100 years down the track as to what happened? I'm no expert on New Zealand or Antarctic expeditions, but this piece looks dodgy to me.

NEW ZEALAND 1913 1/2d Green Pair Opt Victoria Land Used on piece.

This one is just ridiculous, there are no copies of this stamp with New Guinea Overprints as when this stamp came out British New Guinea had yet to be annexed (If it is the 1882 issues as he states).

Jeremy, it's not an overprint, it's a cancel.

Stamps of Queensland were used in British New Guinea before they had their own stamps, so what it represents is quite legitimate.

Queensland stamps were never overprinted for use in BNG.

The problem is that it's a fake cancel.

My enquiry to ACCC:

Thank you for your email of 19 May 2012 to the Australian Competition and Consumer Commission (ACCC) regarding your concerns with fraudulent retailers of stamps online.Your reference number for this matter is 08111. We unreservedly apologise for the delay in providing you with a response.

The ACCC is responsible for administering the Competition and Consumer Act 2010 which incorporates the Australian Consumer Law (ACL) in Schedule 2 of that Act. The ACL is a single national law which aims to protect consumers and ensure fair trading in Australia. Under the ACL, consumers have the same protections, and businesses have the same obligations and responsibilities across Australia.

Under section 29 of the ACL a person must not, in trade or commerce, make false or misleading representations in connection with the supply or possible supply of goods or services or in connection with the promotion by any means of the supply or use of goods or services. This includes misrepresentations that goods are of a particular standard, quality, value, grade, composition, style or model or have had a particular history or particular previous use. Additionally section 18 of the ACL prohibits a person, in trade or commerce, engaging in conduct which is misleading or deceptive, or which is likely to mislead or deceive. It is these sections of the ACL under which such instances of potentially fraudulent conduct of the type raised in your email could be taken action against.

I note that you are primarily concerned with the fact that there has been an absence of action taken against individual fraudulent sellers, and are inquiring about the best avenue for ensuring action is taken against these sellers. One issue for our office is that the ACCC does not offer an individual dispute resolution service, but instead makes decisions on which matters will be investigated further based on the ACCC’s Compliance and Enforcement policy. A number of factors are weighed including whether conduct raises national or international issues, involves significant consumer detriment or a blatant disregard of the law. We certainly appreciate your assistance in bringing this issue to our attention, and your complaint has been recorded and will be used in monitoring whether there is a level of conduct by individual fraudulent traders or a pattern within the online stamp retailing industry which may raise concerns sufficient to warrant intervention by the ACCC.

However, individual instances of loss or damage as a result of misleading or deceptive conduct or false representation are best pursued – where such matters are unable to be resolved with these traders through either verbal or written communications – through Consumer Affairs agencies such as Consumer Affairs Victoria (1300 558 181; www.consumer.vic.gov.au). Local fair trading or consumer affairs agencies can suggest a range of strategies that you may wish to explore to resolve your concerns. They can also provide information on how to make a claim through the small claims court or tribunal should this become necessary. In these matters, it is also recommended that eBay be notified of these fraudulent sellers; as you are aware, however, the capacity for various government agencies to enforce the ACL or the pertinent fraud sections of state and criminal law is limited by the relative anonymity afforded by internet retailing, and the ease with which fraudulent online retailers can create new user profiles.

Whilst individual complaints also form the basis of investigations, it must be noted that the ACCC does not comment on matters we may or may not be investigating and the ACCC is unable to provide you with further information of any action we may or may not be taking in relation to your complaint. Please also note that the ACCC will only contact you again in relation to your complaint if we require further information or evidence to assist in our enquiries.

Thank you for bringing this matter to the attention of the ACCC. I trust this information is of assistance.


Not much help I'm afraid.

Perhaps if they get enough similar queries they may think it serious enough to investigate?

stamps_fishing has just listed this group of OS Victorian stamps. Note the "carelessly missed" inverted OS perfin that the bargain hunters will spot and grab a bargain. The only problem for them as you and I know is it will be a forgery.

Another small lot of listings and there is so much wrong with them, you don't know where to start.

This lot listed tonight by stamps_fishing relates to deceptive conduct in his listing.

This lot was sold recently by a reputable vendor who made an accurate description and provided clear and large images. Note the bit about a small tear.

To be fair a commercially used 3rd watermark is harder to find than the common CTO. But don't pay too much because it has a tear he has not mentioned.

Ebay have revamped the rules re forged and faked and replica and counterfeit stamps.

Sellers now MUST mark fakes indelibly on reverse, and load a photo of that marking into the lot description.

Alterations (that includes forged perfins, oveprints and cancels) and repairs MUST be noted now if known to seller, and sellers offering conga lines of the same fakes clearly DO know!

Also on EVERY ebay lot there is a “Report Item†icon – whether the sale is ended or not.

Reporting that via the simple drop-down options as shown below is a 5 second operation -

If ebay gets 5 or 10 reports on any given items they WILL generally take notice. They usually warn the user and remove the lot. Sellers getting several such removed lots are in trouble.

Let’s use ‘people power’ to stop this material getting offered.

Everyone “hoping†others act, will get nothing done - like most things in life! It takes teamwork and a Community Spirit, and the dodgy and misleading lots will be FAR less.

ebay now have set up a fast new portal JUST to report suspected sellers of forged stamps at - http://www.tinyurl.com/ebayfakes - also found at - http://www.ebay.com/scw- there is space for 10,000 characters in your reply, so all the relevant info can be added. Unlike most ebay complaint forms that allow 100 characters etc.

Please take a moment to do BOTH ….. do the “Report Item†drop-down, and give a summary on the link above.

Most likely they will go to 2 different ebay staffers, and that is double trouble for the fakers.

Some staffers ignore such stuff, others are more pro-active – it is a lottery.

However several reports on any single item can be seen by all staffers looking at it, and that generally gets some action.

Even if 4 staffers have ignored it, the 5th staffer might see 5 reports and decide to act etc. :mrgreen:
