I enclosed an IRC. I think I should have sent two.

The rate for registered overseas letters is 7 South Sudan pounds; the rate for ordinary overseas letters is 4 South Sudan pounds.

Note: The above information was taken from the South Sudan letter.

Postal address:
Directorate of Postal Services
P.O. Box 33
Juba, Southern Sudan

Best wishes,

Hello HalfpennyYellow,

I wrote a letter to:

Directorate of Postal Services
P.O. Box 33
Juba, Southern Sudan

The directorate is the part of the South Sudan government that is responsible for issuing stamps. Send them 2 International Reply Coupons, and they will send you their list of available stamps. If they still have any stamps, they may use several of their stamps when replying to you. You may have to wait!

You can get the International Reply Coupons at your post office.

Best wishes and good luck,
AndrewG

So did you 'pay' for the stamps you buy using IRC? Or are the only stamps you have those on cover? Are stamps or only price lists enclosed inside. Very curious. Thanks

Hi srgboy,

I sent an IRC for the price list only. There is a 2 1/2 South Sudan Pound issue that was not listed in the price list. I don't know whether this value was used for postage or for speculation.

I sent a second request with two IRCs. I would like to know whether to send IRCs or USD or ? as payment for South Sudan's stamps. The list made no mention of payment.

I will post a picture of the cover and their reply to the question about payment, should I receive it.

Best wishes,
AndrewG

just like Timor Leste's first set was an Australian gift, Sudan's was from China. I believe Sudan (before split) has a pretty close relationship with china

Because of the activities of the Sudanese government in Darfur, Western companies doing business in Sudan were politically pressured to cease operations there.

There was a Canadian oil company for instance that was big there, and when they announced they would pull out, CNOOC (Chinese National Overseas Oil Company), the state-owned firm which handles the international side of China's petroleum dealings, had no such qualms about doing business there and happily stepped in to take over. :?

Just a note to anyone sending a letter to South Sudan Directorate of Postal Services:

I sent two IRCs a few days after agondocz replied with the address (from 5 to 10 January) and I still didn't receive anything. So don't be disappointed if you send them the IRCs and they don't reply.

IF I get receive a cover from South Sudan, I will post a pic here.

srgboy, the image of the coat of arms of South Sudan that you have shared above is the correct one. However, the 2.5 SSP mid-value that was withdrawn from the set of 3 stamps had the following errors in the coat of arms image on it:

The Eagle was facing to the right instead of to the left as in the image above.
Also, the error stamp doesn't carry one spear and one spade as it is in the above image but carries two spears (and no spade)

This was a genuine printing error that occurred on the side of the Beijing Security Printers. Some of these stamps on the commemorative covers as well as a few singles as usual has escaped into the market. The complete set of 3 stamps has become much sought after due to this and I've heard that a set of 3 goes for anything above $300 in the market currently...

Hi mauriziolaos and billy_whiz,

Thanks for the picture of the new issues and for the information about the newsletter.

I hope that interested collectors will have better luck finding this set.

Best wishes,
AndrewG

Dear mauriziolaos
I am a bit sceptical about the authenticity of the 2 stamps that you have shown as being a new set. While the quality is good, and the themes are not unreasonable, I have found no evidence that they are officially sanctioned. In fact, I have shown them to the Director of Postal Services in Juba and he denies that they are genuine.

In any event, I doubt that they are a ‘set’. Note that the font on each stamp is different, which would probably not be the case if they were in fact a set. The subject matters are also unrelated.

I have a theory. I believe these are a type of ‘Proof’ that has been prepared by the Chinese Printing company that prepared the first set of stamps for RSS. Someone in the company has leaked these samples. Just a theory.

However, the 2 stamps mauriziolaos shows have a 2012 micro-date at left. The 3 issued stamps came out in 2011.

So, if they're proofs,
a) what's coming on the market are more akin to reprints, with updated date
or
b) the first stamps weren't intended to be released until 2012 (but then what would the country do in the interim? :?)

Or maybe they're just fakes. But a maker of "illegals" would add birds or elephants (or worse, Madonna and Elvis) to appeal to thematic collectors.

They do have the look of being 'unaccepted designs'. Choosing the issued 3.5 value over this one is a good move, the President looks too "hee-ha cowboy" with that hat. Just because the country is an oil-state, they don't need to dress like Texan oilcats.

Quick work establishing a study group for S.S., billy_whiz. Hopefully the country soon gives you more postal history and such to study. :o

YEI post office re-opened (reported in the media July 26, 2012)
My Google search of "post Office" news brought in this item today that might be of interest to collectors of this part of the world.

The South Sudanese Minister for Telecommunication and Postal Services Madut Biar Yel who presided over the re-opening said that the post office will greatly improve communication through such services as money order transfers, savings, parcels deposit and delivery, general mail, express mail, stamp sales and other services.

Commissioner of Yei River County Juma David congratulated the people of Yei and the National Ministry of Telecommunication and Postal Services for the re-opening of the post office.

He urged citizens and the business communities to utilise the services offered by the post office.

An official from the Central Equatoria State Ministry of Telecommunication and Postal Services Faraj Juma Zaeid, who represented the State Minister of Information and Communication, said that the Ministry will open post offices in all the counties in the state.

Zaeid added that there will be branches at the payams so as to ease communication and services delivery to the people in the State.

Yei River County has one of most developed communication infrastructure in South Sudan.
