Whatever I
try to prevent it, this image always appears horizontal when I press Preview.
If it is no different when I press Submit, is there a way to correct it?

You
read post #1 I assume about this?
I know for some folks reading the guidelines is all pretty passé - but do give it a try.

"If you are loading images directly from an iPhone/android sometimes images appear fine on the phone but automatically rotate when loaded to the board. In this case rotate the images 360 degrees in your phone photos and then save them again - then upload. This prevents the annoying auto-rotate"
This is the only reference to auto rotate in post 1 and is not applicable, but thanks for your "help" nevertheless.

Well after 10 years here, and 500 posts if you can't figure out the very simple QUOTE function, there is clearly no hope for you to read clear advice how to fix your images.

How do I attach a Google Streetview image?
Clicking on "Attachments" only leads to my computer and any saved images etc.
Thanks.

on a desktop?
hit the 'fn' and 'print screen' keys at the same time, then
open paint, then
hit 'paste' top left corner, then
crop, and save, and you are done!

Move the icon to your menu bar and it's always there, ready to use.

Bingo.
All Windows versions for many years have had this as a standard feature.
Takes 10 seconds to add clear scans here.

Here’s one or so many more examples of photos not to hop to the format of scanning but I’m glad I just learned how so I’m testing the upgrade for capacity post limitations see if there all good and in check. Don’t mind if I do it’s for systems check. I’m like the cable guy... jk
