Seeking English Translation on Turkish Overprinted stamp?

A friend had asked me if i know the English translation on the shown Turkish Overprinted stamp.

The stamp i believe is a common early stamp from Turkey but the translation of the overprinted i do not find.

Any help appreciated.

The Turkish is something like:

right side: posta = post

top: devlet-i = (of the) government

left: 'Osmaniye = (of the) Ottoman State = Turkey

At the bottom is the face value, in this case ten paras.
