This stamp from Pakistan in 2019 has been issued twice, obviously with slight variations in the design (ie the leafage of the trees).

At least FDCs exist for both.

Can someone tell me why and what is the complete story, thank you.

It's just a guess, but maybe the one on the left was the first issue and it was decided that a leafless tree wasn't exactly celebratory, so a greener, more cheerful version was produced.
Always on the lookout for Australian pre decimal First Day Covers.

Another guess, maybe it's to symbolise that the Commonwealth is worldwide and while it's winter (no leaves) in some parts of the Commonwealth it's summer (with leaves) in other parts. :idea:

Actually, the one with the sparse foliage is the second issue...

Very odd. Can't be 'bad print' as that's 2 different backgrounds, not just a 'leafier tree'.
The internet is silent, but I can find both versions, just not together.

Almost tempted to say that one is a good forgery?

On Colnect the stamp shown is the leafy version but the postcard is the non leafy version.

Maybe significant?

Both versions are official surely. They are at least offered as first and second issue.

Could be, then one would be an unintended variety.

But it is also not uncommon that a stamp is issued with FDC and appropriate cancel, then has been withdrawn (or not withdrawn) and re-printed by a "corrected" one, with again FDC and cancel retrospectively from the same date as the original stamp.

One dealer claims the first issue has been withdrawn after two days, and replaced by the second design. But he did/could not explain why.

So as to why they made the image "less" green in the replacement stamp is a mystery to me.
