In what reference did you find the No. 13? I'm curious to know. Are you sure this is definitely 2007, or could it be from another year?

Now, I know nothing about this issue. But according to Magan Stamps (after some Googling)...
In 2007/2008 several Iraqi issues were originally printed in Cairo but the Iraqi Postal Authority decided that the quality was unsuitable and ordered them to be destroyed by burning. Amazingly, some survived the flames and found their way on to the philatelic market, and some even smelt of kerosene thus authenticating the claim that they were literally plucked from the flames.

Stamps and miniature sheets printed in Cairo are on gummed paper and mostly in rouletted sheets although some sheets of stamps were perforated.

The miniature sheets, themselves printed in sheets, were separated by rouletting. Items printed in Cairo and condemned and 'destroyed?' in Baghdad which I [website author] have found so far are:
1] Iraqi Medicinal Plants. All 3 stamps.
2] Popular Industries. All 3 stamps
3] Iraqi Folklore -. Miniature sheet only
4] Iraq Birds issue. So far I have found the 250D and 500D stamps only
5] Iraqi Theatre Artistes. 250D stamp only.
6] 'Baghdad' miniature sheet. [pic]
I have also a small number of the 250D from the Birds issue with multiple horizontal normal perforations which also escaped torching. A few items will soon be offered for sale but are available in very small numbers.
That's a direct quote from their website. Now perhaps another member with more knowledge can advise if there is any connection between your stamp and the above incident. So, don't go getting too excited yet!

Hello X163169X

The stamp you asking about is indeed a 2007 issue that was called "Reconstruction of Iraq" and printed in Cairo, and as the other fellow members mentioned it was destroyed because of the very bad quality of the paper and printing.
I hope this answers your question.

Best regards,
Northstar

Thank you Northstar for your reply.

But how about the cover shown by OP? Is the cover legitimate?

Hello Eric,

More information on the cover, this covers were made by someone called "Leith Al-Modarres", at post office they do not check if the stamps used are valid or abandoned/void and the senders address is not compulsory, so the cover went through and made it to the recipient and is legitimate.

Best regards,
Northstar
