Here is another stamp featuring a nursing mother, from Colombia, to promote national good nutrition. The inscription translates as, "Healthy children for a better Colombia."

This stamp I pulled from a box of kiloware. I won't keep it due to condition but thought I'd scan it for the thread.
Featured is Hope De Somoza, the First Lady of Nicaragua, one of the most fashionable women in the world at the time, wife of the dicator President Anastasio Samoza Debayle and mother of Anastosio Somoza Portocarrero, the heir apparent to the Somoza dynasty until they were overthrown by the Sandinistas in 1979. The child on the stamp, part of a set of 11, is probably not hers, but she was a mother and it is a child. The surtax was for a hospital building fund.
