The Rs 7¼ stamp is for Marijuana Tax, and must be affixed to every half-ounce packet of cannabis that is sold.
The top value, one million reis, is bribery tax. One must be affixed to every agreement outlining the corruption, and signed by the person receiving the bribe. The bribe thereupon moves from the realm of "illegality" to "authorised" and exempt from prosecution.

I see with all this discussion about Waikoa Island and its location and stamps, I somehow overlooked showing its miniature sheet celebrating the Mevu half-century. Waikoa Island 2020 Marijuana tax. 2019 fiscal stamp overprinted.
Cannabis was legalised for recreational use in Colorado, USA, in 2012, and in Waikoa Island in 2014. This year, in New Zealand, we have a referendum to vote on whether marijuana should be legalised. I urge everyone to vote in favour of this.
Most of us know friends or relatives who have been persecuted in the past, and often fined or jailed for the “crime” of having a natural herb in their pocket. Meanwhile, another person may have tobacco or sweets in their pocket, yet despite the enormous health risk from use of both sugar and tobacco, no crime is imputed to them! Queen Victoria is reported to have been a regular user of marijuana for medical issues (or maybe she just liked it to relax), so it was never banned in her day.
An elderly friend in Dunedin got six months in jail for this herb a few years back. Yet that same man devoted many years to safeguarding Kiwis by working in our navy. Ingratitude? I’m sure you know similar bizarre stories.
Why should our society continue to act like a dictatorship, in telling everyone what they can and can’t do with their own lives? In the past, people who spent their time telling others not to enjoy themselves were called “wowsers”. I doubt we need such bad advisers any more (if we ever did!) I suggest we all act firmly to get rid of this foolish ban on use of natural herbs now. Let’s legalise it, and let the police chase real criminals, rather than fake ones.
Cannabis should be a health issue, not a crime. One in twenty Kiwis use cannabis medicinally and need safe, legal and affordable access to natural cannabis as well as refined products.

A major scandal has erupted on Waikoa Island,
surrounding the recently-issued fiscal stamps,
with a suicide attempt.
There are two different shades of yellow used:
a rather orangey yellow on the 4¼ reis, and
a pale lemon yellow on the 300 reis. It seems
almost impossible to scan the lemon stamp, as
the scanner just refuses to recognise the faint
tones, so my photo here is taken with a mobile
phone, which gives a somewhat more true representation.

The assistant was ordered to reimburse the Post Office the shortfall, but distraught, she went home and took an overdose of drugs in a suicide attempt. Fortunately she was able to be revived in hospital, and the Post Office has agreed to write off the amount.
However, it highlights the problem of the stamp colours being so similar. To solve the problem, the Rs 300 lemon stamps have all been withdrawn, and the printers instructed to print a new supply of Rs 300 stamps in red. Most of the withdrawn Rs 300 stamp have now been overprinted "Official" for government office use.
A spokesman for Chan Hui Shudian Printers, Mr Jiang Malingshu, said that the original instructions for printing the fiscal stamps were that each stamp should be a distinctive different colour, and that black must not be used. He thought that the orange and lemon stamps were sufficiently different to comply with that directive, and pointed out that each had the value inscription in a different colour so they looked nothing like each other. And the suggested stamp colours were all signed off by the Governor.

I collect all of the self-declareds. Though they might not be mainstream collectibles, their scarcity, at times, makes them collectible, and therefore, imbues them an inherent value (imo). And if true value is what you can get for them, just try and buy them online.

Just heard from an acquaintance in UK that a letter sent to him from Mevu during the lockdown, reached him on 25th June. Posted at Mevu on 20th May, so a little over one month journey.
Perhaps the 2,100 reis (= US$2,100) "private aircraft charter fee" (paid with fiscal stamps) helped to speed it on the journey. But I suspect the pilot detoured to Rio or Havana, possibly to indulge in some gambling, rather than a direct flight.

Upper Yafa celebrates the 70th birthday of its much-loved ruler, Sultan Bogdo the second, on 19th July 2020 (or 28th Dhul Qadah, 1441, in Hijri calendar.)

The stamps show His Majesty the Sultan, and a Piper Warrior aircraft, a small plane that His Majesty learned to fly back in 1978 (= 1398 A.H.)

It is great news to hear that the Waikoa Island Post Office is planning a new issue to promote philately. They just announced this new issue last Friday:

Millions of philatelists
The president of the Waikoa Stamp Club, Mr Rasjid Grvanch, explained: "Stamp collecting is an important aspect of the modern world, and philatelists worldwide number in the millions. In fact, were it not for philately, many small islands such as Waikoa, Pitcairn, Tuvalu, and St Kitts, would hardly be known at all in the wider world. Despite much communication being done by email, philately still has a vital role to play in the modern world, and philatelists remain valued humans in every land."
The sheets of stamps carry messages on the side-selvedges urging folks to join their local stamp clubs, and mentioning that Waikoa Island's first stamps appeared over half a century ago, back in 1965. Most stamps have widely-accepted valuations, and exhibitions are held around the globe. Exchanging duplicate stamps by mail with friends from other lands is a great way to build up an interesting collection, and meet fellow collectors.
The new stamps were designed by Miss Millicent Smergley of Takavau, and printed by Chan Hui Shudian Printers in Minaue. They are printed in full-colour on 100 gram security paper, and perf 12.
Spice of philately
Asked about the recent stamps celebrating Letter-Writing Week (some of which had a spelling error), Mr Grvanch said that errors are the spice of philately. "Collectors enjoy finding stamps with errors on, and the fact that the Post Office continues to sell both the stamps with and without the error makes life more interesting for us," he concluded.

Obituary
I am sad to report the death (from Covid-19) of Fabio Vaccarezza, founder and postmaster of Sandy Island, on 17th November 2020, in Milan. A truly wonderful gentleman, and a keen cinderella philatelist. He and I collaborated on numerous projects, and sent each other stamps, catalogues, and literature.
He will be sorely missed.
Fabio signs the Maurice Williams Roll of Distinguished Cinderella Philatelists, at the 2009 meeting of the Cinderella Stamp Club in U.K.
Sadly, this means a temporary hiatus in the beautiful stamps of Sandy Island, until such time as a new postmaster takes up the post.

Sounds like the 300 Reis vs 4.25 Reis mix up is a mirror event of what happened in New Zealand in 1937. A man bought a sheet of 1/3 Fiscal stamps and received a sheet of 35/- Fiscal stamps. The discrepancy was massive being that the cheaper stamps were 15 pence each and the more expensive was 420 pence each.
This booboo cost the Post Office some £162 and the Postal clerk their job. The reason was that the ink on both stamps was the same colour or near enough in shade to be easily confused. A lighter lemon colour was offered for the 1/3 value - but finally in 1939 it was decided to overprint the stamps in black with their actual value. This was in values from 1/3 to £1000 and was the fiscal arms set used between 1931 and 1986 although most usage ended in 1953.

I was recently delighted to receive a beautiful collection of stamps and a catalogue from Morningmoss, a land I as yet know little about.
Some of the stamps show some famous Post Offices of the country,while others show the Postmaster-General, evidently a very competent individual. Several are for Military Post, so it is nice that the Army is encouraged to be literate.
The collection arrived in a nice cover, and included a colour Catalogue for the Galeron colony Sides of de North. This has been published by a local stamp firm, Tanley & Ibbons, who have been in the philatelic game for many eons, and have a good reputation. But it is for catalogue publishing they are most well-known.

One man, Ralph Phillips, a great collector fascinated by these "unofficial" or semi-official stamps, has created a surprisingly high number of high quality catalogues for various philatelic areas which are not covered by the large catalogue publishers in most cases. He regularly keeps all of the catalogues up to date. Three of the catalogues, for UK island stamps, also contain ready-to-print album pages.

I don't know. Here in Flanders, the government tried to use a charter issued by Charles II to be able to keep fishing in there waters. Above that, the UK is our most important export country for processed food (fe. frozen french fries). IIRC, the UK is (was) the only EU member who had more exports to non EU countries then to EU countries. The French dominated treaties (in favor of France) with the ABC countries was also a constant pain in UK a* as they where not able to negotiate with independently with Commonwealth countries.
The UK import more form Europe then Europe form the UK, so that's also a strong negotiation position. Lastly, London is the main world center for money and gold trade, what was constantly attacked by Paris and Frankfort.
I don't think that on the long haul, Britain will suffer from the Brexit.

I do - I collect State of Oman and Dhufar, and have a comprehensive collection of 5.000 to 6.000 postally used covers, plus all the stamps (mostly complete sheets), some of the art work and also some of the offset printing plates.
Just a complement to my comprehensive Oman collection which starts with India used abroad in Muscat and ends with the current Sultanate of Oman.

The number of stamps I have from these two areas probably exceeds 100.000. As I mentioned, I often have complete sheets. The number 5000 to 6000 refers to the (mostly) postally used covers franked with State of Oman or Dhufar stamps in my collection.
As for the legitimate stamps of the sultanate of Oman, I have probably much, much less stamps than 100.000, but the number of covers is far higher than the 10.000.

I started collecting this area in 1967 (after being a bit bored with collecting Germany and Austria since 1963), and I have also lived and worked in Oman, so all this has been piling upover a long time. And I often visited the late Clive Feigenbaum who was involved with the designing and printing of the State of Oman and Dhufar material.TimurNN wrote: ↑28 Dec 2020 04:21Whoa! Collecting anything related to Oman. This includes India used in Muscat and Gwadur, British overprints used in Muscat,
Muscat & Oman, Sultanate of Oman, rebel issues State of Oman & Dhufar. And also non-philatelic material!

Well, why not Oman? I developed a general interest in the history and culture of Oman in the 1960s, and as a young stamp collector, it was only natural then to collect stamps of Oman. I believe one at the attractions for me was that Oman was, unlike now, a little known country, almost forgotten by the rest of the world.

In this case, the personal story is the most interesting. There are many collectors in Russia who collect German coins, for example.
