No RTI is entertained in this regard.

Agree but sometimes not all Diplomatic relation stamp issues turn out to be Joint issues like the ones with Peru, South Africa, Oman, Brazil, Bhutan, Georgia, Mauritius & Columbia all were unilateral

Two proposals of stamps on social reformers and educationists Akshaykumar Datta (1820–1886) and Ishwarchandra Bandyopadhyay (1820–1891) on their birth bicentennial, have been submitted to DoP.
Given the upcoming assembly election in Pashchimbanga in May 2021, there will be flurry of stamps on Bangla in the coming days.
Tried the epostoffice route for the 2 new ones but inspite of payment completion the order shows the status as incomplete. Their support numbers or emails as mentioned on the site are not responding. Any suggestions please?

I received a reply "Ur tweet has been forwarded to the concerned office. We will revert to you shortly" yesterday.
And the refund related reply today.

Also a friend in coimbatore said he got the teracotta stamps/sheetlet. No mini.

No idea. They are being sold by online stamp dealers though (terracotta)

The error is in the UNESCO stamps not the Teracotta. The mini sheet for teracotta seems to be in less numbers at this time hence the rumor that’s there’s a error?
0.11m Terracotta Temples of India MSs have been printed, which is the normal printing quantity of Indian MSs for last couple of years.

Three years back I had bought Indian Cuisine miniature sheets for a school project via epost as at that time the bureau here was experiencing huge delay with every issue. However epost refunded money after a few days and I had to buy from a dealer.
It is not the first time that there have been delays in printing and delivering the miniature sheets by India Post. Recent example would be mini sheets on Solar system.
Also the bureau here has received terracotta temples MS. I personally have not heard about any errors in those.

A set of 2 se-tenant stamps were planned in 2002 on the decennial of the establishment of the diplomatic relationship between the two countries.
India–Bulgarija
Stamps were planned to commemorate the quinquagennial of the diplomatic relationship in 2004 but the end result was only the release of a postal card by Bulgarija on Dec 2,2004 to mark the event.
India–ʻUmān
A set of 2 JI stamps on the quinquagennial of the diplomatic relationship was planned to be released in Apr 2005 but the issue was continuously postponed time and again. The JI was included in the India Post's Tentative Stamp Issue Program for 2006 but was never released by India.
Stamp Collector never buy from dealers, especially these new issues. Just a money making scheme for them & a loss for us.
I beg to differ. 'Never' is a bit harsh. I think private dealers are useful when it comes to filling gaps in our collection. How else are new collectors supposed to find old issues?

I agree for older issues but I believe newer ones we should still try to collect ourselves or through friends/collectors willing to arrange them for you.
e.g. epostoffice if functioning properly is a good source for majority of the MS going back to 2017-18 currently at face value
For the older ones as an example am looking for the below stamps (used preferably for commemorative ones) and the easiest source will be some dealer to help probably if I dont get them otherwise

Mint copies of Bhimsen Joshi and yoga stamps are available at G.P.O. here.
Ravi Shankar and Bismillah Khan are quite recent ones and may be available at Local P.O.s.
Gopinath Bardoloi, Rabindranath Tagore and Dr. A.P.J. Abdul Kalam stamps never reached G.P.O. or P.O. here.

Apj and tagore stamps were available here for a short while. I can look again if anybody is interested. BUT it will take time. Since I dont plan on going anytime soon.

I meant this mostly for the recent stamps which we could get from the PO... The Rabindranath Tagore & Abdul Kalam never got here either.. but didn’t see the dealers offering them either.

At least Israel issue materialized later. Bulgaria and Oman released diplomatic issue unilaterally.
I just have a theory that all unilateral diplomatic issues are failures of JI materializing.

Solely depends on what years are missing and whether you are looking for MNH or used or MS only
First checkpoint is to visit the GPO and pick up what you can from there, typically the oldest ones available will be from 2018 at max currently
If complete years are missing then buying year packs is the fastest way but dealers mostly will be your only hope. There are groups on FB selling year packs
Epostoffice seems to be having some issues. I too placed an order ten days back but no response whether the money will be refunded or items sent
Also there is a wanted section in stampboards, try posting your wantlist there too if you want
I’ve got a few used stamps (around 60-70 singles) from 1960s -1970s that I want to give away, as long as anyone pays the cost of mailing them.... but that will have to be after this whole pandemic

They have started refund but it’s day by day and manual reconciliation by epost staff who then inform payu to refund so he told me to wait for 10 days for my refund
