'Documented' mark on card sent to China - do you know what this is?

'Documented' mark on card sent to China - do you know what this is?

Someone I know in China received a maxicard from Australia which has had this large 'DOCUMENTED' cancellation/stamp applied across the face of it.

This is an Aus Post prepaid card, so there shouldn't be any issue with the postage.

I've sent hundreds of these all over the world from Australia, and never heard of this happening, so I don't think this happened at the Australian end.

Does anyone have any experience or knowledge of why this happened?
